EMPIRICAL EVIDENCE OF LANDFILL STATUS - GLYNNEATH RESIDENTS AGAINST CONTAMINATION TIP OBSERVATIONS The Glynneath Residents Against Contamination group has evolved from a group of residents who were concerned about the Cuddy Group Ltd tipping at the Heol-y-Glyn landfill site in 2016 Known locally as the tip, the land south of Heol-y-Glyn in the Welsh mining village of Glynneath has for the majority of the time since the late 1930s been used as a domestic and industrial landfill site. Between 2003 and 2016 the tipping of industrial waste was undertaken by the 12th largest demolition contractor in the world, the Cuddy Group. Information about the contamination identified at the site has been hidden by Neath-Port Talbot Council who are responsible for ensuring the land is not a health risk to residents. This responsibility is defined in the 1990 Environmental Protection Act. In 2008 and in 2020 contaminants were identified by members of this group that may affect the health of residents. Neath-Port Talbot Council refuse to identify that they have followed the regulatory processes required in relation to the contaminated land. Instead they have removed the safety conditions for testing which the NPTC Planning Committee set in September 2020.. At this moment in time (25 August 2025) 20,000 cubic metres of toxic waste has been giving planning approval to be moved closer to the homes of residents surround the site and the Neath-Port Talbot Council refuse to communicate with this organisation. As a group we are concerned about the potential health effects to residents living close to the site. VIDEO PURPOSE AND INFORMATION This video is designed to show due diligence by the Glynneath Residents Against Contamination in relation to information supplied to the relative government organisations such as Glynneath Town Council, Neath Port Talbot Council, Natural Resources Wales, South Wales Police, Public Health Wales, Wales Audit Office, Crown Prosecution Service etc. The evidence contained in this video is given by members of the public who have consented at the time of filming for this information to be made public. All information in this video has been collected, organised and is presented by myself (David Richards) in my role as Chairman of the Glynneath Residents Against Contamination. I guarantee that the information used in this video is to the best of my knowledge the truth. The information given by residents has been given voluntarily and residents have not been asked to fabricate information, neither have they been coerced or threatened in any way. Any analysis of this information and opinions formed are my own and what I believe to be the truth. Video recordings have been edited for content and film footage has not been altered in any way other than where the sound is altered to provide anonymity at the residents request.

In 2016 the Cuddy Group were tipping here, day after day they imported materials onto the site, moved them around and built this spoil heap. As residents living close to the site we became concerned about the potential for landslides of the tipped material and what exactly was being tipped on the site, was it safe material or was it toxic? That group evolved from that day and is now known as Glynneath Residents Against Contamination. My name is Dai Richards and I am the chairman of that group. Over the last 9 years we've been dealing with elected and public officials in relation to this site and they refuse to accept that this is a landfill site. In March 2021 without going through the relevant committee process the safety conditions imposed by the Planning Committee in September 2020 for the testing for chemical contamination on this spoil heap were removed. This is land that had already been tested and found to be contaminated in 2008 and in October 2020. That makes this site is a toxic waste dump and nothing else. As things stand this spoil heap which has been found to be of contaminated soil has planning permission to be moved next to those houses. Neath-Port Talbot Council say there is no landfill site in the area and that this is a relatively small, gently sloping site that is centrally located in an established area of Glynneath Planning permission has been given for 80 homes to be built here. We the Glynneath Residents Against Contamination say its a landfill site that is known locally as the tip that is full of toxic waste. NOTES: As part of the planning process we collected information about the historic use of the site to determine its true nature. It soon became clear that in the living memory for everyone without exception it had been a council ash tip and in the latter years a site for the dumping of industrial waste by the Cuddy Group Ltd. The following video includes video footage of those residents who consented for the observations to be made public. Several other residents provided information but declined the offer to make a video. However their observations were noted and this information was supplied to the Neath-Port Talbot Council Planning Department for consideration. |
