The environmental protection act is quite simple. If the
contaminants found are above a certain and a source to receptor
pathway is found then the local authority have a duty to
investigate the site further.
In 2008 the Neath-Port Talbot Council were informed of
contamination found at a site in Glynneath but they failed to
investigate it further, instead they the allowed the Cuddy Group
to hide the contamination by changing the nature of the
development.

At 10.33 on the 7th September 2020, Councillor Dennis Keogh of
the Neath-Port Talbot Council Planning Committee received a
document at his home in Wern Road, Margam that provided evidence
of this breach of the 1990 Environmental Protection Act.

The very next day he was part of an on-line meeting of the
planning committee and during that meeting he was told that in
2010 his committee rubber stamped planning department
malpractice that placed has placed the lives of Glynneath
residents at risk including my children.

45 minutes later he put his hand up to speak and this is what he
said.

Later that evening I sent him an email in which I said
The entirety of your representation it would seem by your attitude was aimed to defame my character. It suggests that my actions were unacceptable for a public broadcast.
To allow me to understand the basis of you remarks I would ask that you explain the purpose of them and quantify them in relation to my actions as they appear in the recording of the meeting?
I asked Councillor Keogh to quantify his remarks please and link them to timed segments within the recording and provide evidence to support his allegations. He should provide an analysis to me so that I can understand what he means and if neccessary he can offer explanations as to my actions and how they are unacceptable.
To which Councillor Keogh said nothing, he hasn't replied.

So what I'm going to do is challenge Councillor Dennis Keogh to
answer these questions because
I would suggest therefore that Councillor Keogh's comments
attempt to discredit or belittle me in public, to make me look a
fool is because he is aware of and is covering up the fact that in 2010 he rubber stamped the planning
malpractice that placed the lives of Glynneath residents in
danger.
Your little performance was recorded for the public and here
it is again just in case you missed it first time.

Dear Councillor Keogh & Councillor Paddison,
During a Planning Committee meeting on 10 September 2020 you made a representation on behalf of the Neath-Port Talbot Council Planning Committee that I believe was an attempt to belittle me in front of a public audience. The entirety of your representation it would seem by your attitude was aimed to defame my character. It suggests that my actions were unacceptable for a public broadcast.
Your remarks were as follows:
"Thank you chair, I would remind some of our guests today that our officers are very highly qualified people and like Steve some of us who sit on this committee have been on it a very long time, myself 17 years, but I would remind Mr David Richards that during this conversation he has been on screen the entire time, we can see his reactions and I would remind him that this conversation is recorded and will be later released for public, so we can see everything you do."
To allow me to understand the basis of you remarks I would ask that you explain the purpose of them and quantify them in relation to my actions as they appear in the recording of the meeting?
Likewise I would ask the same question of Councillor Paddison who stated.

I would like to ascertain, what is the purpose of the remark "well said" is?
Councillor Keogh's remarks would indicate that I was making threatening, abusive or derogatory gestures towards my camera and as such bringing into disrepute my personal character. Your comment of 'well said' would suggest that I was and you were in agreement with Councillor Keogh.
Councillor Keogh indicated that the meeting was recorded and as such my questionable actions would be available for the public to view. I would therefore ask Councillor Keogh to quantify his remarks please and link them to timed segments within the recording and provide evidence to support his allegations. As an additional interest for Cllr Keogh who suggested that the planning officers are highly qualified, I am not disputing that they are highly qualified. The information that I have provided you with proves that they are highly qualified dishonest employees of the NPTC who you clearly support without questioning
their integrity and without undertaking due dillgence when you are provided with information that contradicts planning department opinions. I am now providing you with additional proof of this by attaching my first complaint against Steve Ball. I will also forward you evidence that Steve Ball wrote his own complaint resolution. You have the opportunity now to provide evidence that counters this claim and to support your highly qualified planning officers. If you fail to provide evidence that is contrary to that supplied, I will be publishing your compliance with your corrupt planning department on our website.
