My initial letter included the following information

It might be suggested that you are clearly avoiding reference to the EPA 1990 and as such if this is the case then your letter coulsd be seen as supporting NPTCBC corruption. The term (which this site is not) is an assumption based upon the fact that site has not been tested, that is you believe the site have assumed the site is not a special site based upon the fact that it has not been
