This is Ceri Morris, he is the Head
of Planning & Public Protection at Neath-Port Talbot County
Borough Council. On the 4th July 2021 we released the following
video into the public domain with the conclusion that
Ceri Morris is continuing to
and has potentially murdered Glynneath residents to support the
corrupt activities of the Neath-Port Talbot Council Planning
Department.

Ceri Morris and a number of other
public officials at Neath-Port Talbot Council including the
Glynneath Councillors Simon Knoyle and Del Morgan were offered
the following opportunity to dispute this
conclusion.......
This email is sent to you so that you have the
opportunity to provide counter evidence to that presented in the
video or to undertake an investigation into this allegation. The
video is uploaded in response to the NPTC value
"We will be open to challenge and will promote a
culture of learning and innovation throughout our
organisation"
as stated in the NPTC Corporate Plan.

We did not hear from any of the
recipients of the email so we contacted the Chair of the
relevant Scrutiny Committee and NPTC Councillor Steve Hunt,
after a series of exchanges Councillor Hunt agreed to ask
questions of the Planning Department on our behalf. We provided
5 questions in total relating to the historical and current
planning applications and approvals at the site, all of which we
directed towards Ceri Morris. The questions were uploaded to a
web page so that background information, context and evidence
could be accessed by all involved in the process. Councillor
Hunt met with Ceri Morris and other public officials on 2
November 2021 and even though the public officials were aware of
the questions in advance, they refused to answer and in the
words of Councillor Hunt 'they were all singing off the same
hymn sheet' in that the questions asked had previously been
dealt with.
A period of 3 months passed during which time, the
Development Manager Steve Ball who was a driving force for
corruption in the planning approval P2020/0195 left the job. We
requested several updates from the Scrutiny Chair who stated
that Ceri Morris refused to answer our questions.

This video relates to the second
question asked of Ceri Morris and specifically the planning
approval P2020/0863 which Ceri Morris has refused to answer to
the Scrutiny Chair. The result of this planning approval which
has already taken place will potentially cause the deaths of
Glynneath residents through the removal of the requirement for
the testing of land that had been tested as contaminated
previously in 2008 and also the day after the plans for
P2020/0863 were submitted. Although submitted on 12 October 2020
the planning approval was not made until 18 March 2021 at which
point 2 sets of contamination tests were available to consult
but were ignored by the planning department, the planning
committee were not involved in the approval.

BACKGROUND INFO
P2020/0863 was the variation of two conditions
relating to the testing of contaminated land for the planning
approval P2020/0195.

If we refer to the report by the CLO at the
P2020/0195 approval we will see that all previous testing had
been inadequate at the site.
|
|
|
If we refer to the type of study that would
relate to the contamination testing at the site we will see that
only a desk top study and intrusive testing at the site would
take place. This would mean that because it was not recorded on
a computer system that the site had for the majority of the last
80 years been a landfill site, firstly a domestic council one
and then for industrial waste by the Cuddy Group Ltd, this
information, submitted by residents and available in the County
archives would be ignored. Resident testimonies such as those
submitted by Nigel who lives overlooking the site, would not
count, because they were not contained on a computer
system.

If we look at the actual council
planning department application website, we will see that it
only records 4 objections for P2020/0863. Yet I submitted 20
objections on behalf of our group for residents who had been
excommunicated from council business because they did not have
an email address in the middle of the pandemic.

The purpose of the desk top study
was to prevent relevant information from counting towards the
application.

|
The Local Development Plan in this
instance also contributing to the inappropriate approval of the
plans by completely misrepresenting the nature of the site. For
the previous 80 years it had been split into two areas, landfill
and wetlands, known locally as 'the tip' and 'the bog'
|

|
The Planning Department and
Committee were provided this information in several objections
to the development and in my representation at the planning
committee meeting on 8/9/2020. They were also provided evidence
of how the planning department worked together with the Cuddy
Group to avoid the contaminated land responsibilities in 2008
when they were provided a document for the meeting that included
information left out by the planning department.

Over a period of 12-15 years NPTC
failed to regulate the CuddyGroup in relation to their tipping
and contaminated land responsibilities, This can be seen in the

role of Natural Resources Wales in the planning process and of
the planning conditions in relation to the development.
