EAST GLYNNEATH RESIDENTS AGAINST CONTAMINATION CORRESPONDENCE AND ASSOCIATED REPORT Following the NPTC, Simon Knoyle and Del Morgan's refusal to provide evidence of remediation relating to contamination identified in 2008 and their subsequent refusal to communicate in any way with the East Glynneath Residents Against Contamination Group, the group numbering 20+ residents from the East Glynneath streets bordering the Heol y Glyn site approached the Glynneath Town Council with a view to the Town Council asking the relevant questions of their members and providing that information to the group.In the the Town Council meeting, the councillors are discussing whether or not they should ask the Town Council members Del Morgan and Simon Knoyle the following questions and provide this information to our group: 1. To Councillor Del Morgan only: You were sent an email on 5/4/2020 that asked the question: ***** 2. To Councillors Del Morgan & Simon Knoyle You were copied to emails to the NPTC Council Leader and planning
department that first made you aware that NPTC may have contravened the
1990 Environmental protection Act on 19/4/2020. You were then provided
evidence that confirmed this on 15/5/2020. FOI - Please provide a detailed log of the due diligence actions you have ***** You were provided a document prior to the planning committee meeting on
8/9/2020 that explained the process of how the Neath-Port Talbot Council
broke the 1990 Environmental Protection Act in 2010 when they failed to
investigate further the contamination identified in 2008. The same document
provided documentary evidence of this breach. (Document attached: FOI - Please provide the following information:
GLYNNEATH CONTAMINATION - TOWN COUNCIL MEETING 27 OCTOBER 2020 - ITEM 17 EAST GLYNNEATH RESIDENTS AGAINST CONTAMINATION CORRESPONDENCE AND ASSOCIATED REPORT Every Glynneath Town Councillor in this video is aware that Neath Port Talbot Council broke the land contamination rules in 2009 resulting in an above normal level of carcinogens remaining in the soil at the Heol-y-Glyn site. The soil should have been cleaned up or tested further once contamination of this level was found. The increased contamination and safety recommendations to protect Glynneath residents that were ignored has endangered the lives of Glynneath families for at least the last 12 years. It is possible that there are deaths in the East Glynneath area that may be related to this contamination and the ignored safety recommendations. The Glynneath Town Council were provided evidence that Neath Port Talbot Council including the Glynneath Town Councillors Del Morgan and Simon Knoyle were covering up this breach of the rules relating to contaminated land. Councillors Del Morgan and Simon Knoyle had been made aware of the breach in April 2020 and were provided hard copy evidence in September 2020. The purpose of our communication with the Glynneath Town Council was to ask the council to ask both Del Morgan and Simon Knoyle what due diligence they had undertaken since we had provided them information of council malpractice that had placed the lives of Glynneath residents in danger. Both councillors were refusing to engage in communication with us. After this short discussion seen in the video, the Glynneath Town Council decided that it was best left up to the Neath Port Talbot Council planning department to investigate their own corruption and not to ask Councillor's Morgan & Knoyle any questions. Not surprisingly the Neath Port Talbot Council have brushed this information under the carpet. Our belief is that the Glynneath Town Council should represent the best interests of the community of Glynneath. To the best of our knowledge the information we have provided to the Glynneath Town Council has not been made public to the people of Glynneath. If we view the minutes of the meeting we will see that it was noted. This suggests to us that the potential death of Glynneath residents from the contamination and other toxic waste tipping reported and not yet investigated at the site is clearly not a priority for the Glynneath Town Council. This video show's how Glynneath Councillors decided that you or a member of your family may die because of Neath Port Talbot Council corruption. The shame is evident on those that have turned off their screens and those that disappeared from view as they made their vote. The purpose of this video is to provide the people of Glynneath with accountability for future deaths in Glynneath that are related to the tipping at the Heol y Glyn site, so that when its time to point the finger, the people of Glynneath know where to point it. At 6.23 in this video we see the input of Councillor Steve Evans (known locally as Esso). He mentions the Town Council representation to NPTC planning. It should be noted that this representation was word for word what the East Glynneath Residents Against Contamination group supplied the town council. No additional input was made by the council except for substantial hot air and bumping of the gums by some councillors looking to increase their personal political profile that added no value to our representation. In a private conversation with Councillor Evans in approximately July 2020 I asked that he chat to Simon Knoyle and let him know that all we wanted were the answers to the questions we'd asked. Councillor Evans agreed to talk to Councillor Knoyle and also commented that he was aware of a Cuddy employee who worked on site delivering waste and had left the job because of the nature of the waste he was asked to tip. Councillor Evans failed to get back to me (David Richards, EGRAC spokesman) in relation to my request of Councillor Knoyle. Councillor Steve Evans is the treasurer and Councillor Simon Knoyle is the secretary of the Glynneath Rugby Club. As they have declared these interests at the start of the meeting, are Councillor Evans comments appropriate considering that his fellow rugby club committeeman has been accused of covering up NPTC malpractice? |
