In a series of emails with the NPTC Planning Development Manager Steve
Ball we quickly learned that he was a corrupt
official and the seven principles of public life (Nolan Principles) were
an alien concept to him. We quickly learned to place under scrutiny
everything he said or did. We have found him to be a master of deception
and a blatant fabricator of information. Below are incidents we have
witnessed or have been on the receiving end of.

It should be noted that if both he and Ms Lake had answered the relevant questions when I had asked them in the first instance there would have been no need for me to have sent so many emails. SUMMARY OF INCIDENT: Mr Ball uses a method of deception to avoid a relevant question "So that we can gauge the quality of your work as a councillor in combination with the planning department please can you both provide evidence of how you worked together to ensure the removal of the land identified as contaminated in 2008 from the same area?" After Steve Ball's refusal to answer the relevant information relating to the
contamination identified in 2008, we wrote to the Council Leader requesting
this information. The Council Leader treated our request as a complaint against
Steve Ball. I refused to complain. Both Ceri Morris, Head of Planning and Craig
Griffiths, Head of Legal wrote to me insisting on treating my information
request as a complaint. Ceri Morris wrote to me stating that he had reviewed
Steve Ball's work and found that
".... Mr Ball is a highly qualified and respected Planning Officer with considerable experience of the Development Management process, and I am wholly satisfied that both in general terms, and on this case in particular, that he has and continues to uphold the highest standard of conduct at all times." On inspecting the documents properties we find that the complaint resolution has been written by Steve Ball. NPTC refuse to provide any correspondence between the Council Leader and Ceri Morris and Ceri Morris and Steve Ball. The complaints process document states that all information about a complaint referred to the Ombudsman should be saved for the Ombudsman's analysis therefore this information should still be available. |

TALBOT COUNCIL COVER UP
In this video, we see how the Neath Port-Talbot Council Planning Development Manager Steve Ball has grossly misrepresented the role of Natural Resources Wales in the planning process for the Heol y Glyn development. This is evidence he is presenting as factual to the Planning Committee. We believe that the reason he does this is to cover up Planning Department malpractice which allowed the Cuddy Group to tip on the site unregulated and to provide the Planning Committee with a sense of lawfulness for the development and in particular the illegal tipping habits of the Cuddy Group. The Cuddy Group were tipping at the Heol y Glyn site from 2005 to 2016 while Natural Resources Wales was founded in 2013 and the Cuddy Group's first NRW licence dates from August 2014 by which time the majority of tipped material had been brought onto the site.
