who is responsible for you being stuck in the body after being born in the right one 

PFC not fully formed until the age of 25 and so any decisions a child or young adult makes with regards to defining their own personal sexuality prior to this will lack the full consideration of the individual concerned.

The Welsh government by introducing defining questions as to a child's sexuality and the provision of education material that is not supported by biological evidence could possibly lend itself to a number of lawsuits in relation to gender identity reversal operations etc.
